This assignment focuses on the new theories of public administration and organizational management that have emerged over the past 35 years – New Public Management (NPM) and Collaborative Public Management (CPM). Complex responses to large or pervasive population issues often require inter-agency collaboration and cooperation to accomplish the objective. This type of response includes an inter-agency response to public health issues such as vaccination of large populations.
You are an emergency response clinical director within the U.S. Department of Health and Human Services (HHS) National institute of Health tUtHl. You are assigned to develop a
“Memotrandum of Agreement” (MOAI between your office at NIH and the Center for
Disease Contrsl and Prevention (CDC). The purpose of this memorandum is to establish a
joint effort and collaboration between the two agencies to develop a jointly operated
vaccination clinic to fight an epidernic that threatens to spread to other areas. Both
agencies will share a single treatment clinic providing vaccinations to residents. The MOA
defines the portion of the treatment center tc be occupied b,y NIH and the portion of the
treatrnent center to be occupied by CDD” The MOA also defines the rsles and activities of
both members of NIH and members of the CDC”
