Program Design and Proposal Writing

Course Description
This course covers finding federal, state, and private funding for human services programs and agencies and writing proposals to secure funding. Students will practice designing and evaluating programs. Students will use the Internet to explore funding sources and to identify suggestions for developing successful grant proposals.

Week One: Strategies for Organizational Readiness and Community Assessment

Create the Learning Team Charter.
Work on the Assessment Process and Needs Problem Statement due in Week Two. (After reviewing all team member’s 3.1A’s on their personal idea for a local community program one program or project should be decided on by the team to work with the remainder of the course. This is the program you will write a Team Grant Proposal for during the course culminating in a completed grant in Week 5. The Needs Statement Team Assignment is based on the selected 3.1A data.
Identify the grant proposal needs area. When selecting a need, please select from one of the needs common in your local communities below. Other needs areas may be substituted with instructor approval. Your selection of a needs area is what the Team Assignments each week and the Week 5 Team Written Grant Proposal and Team Power Point Proposal will be based on.

If your team would like to address another societal issue, I will review it to see if it will fit the requirements for the course.
- Identify a problem or need in which you are interested;
- Identify a problem or need that is narrow enough to be addressed:
- Identify a problem or need that can be documented; and
- Identify a problem or need for which there is a solution.
Work on Worksheet 9.1A in regards to the organization and program or project your team is going to write the grant proposal on and seek funding on. The 9.1A is not a graded assignment. Merely a useful tool.
Discuss your grant proposal for the Grant Proposal and Presentation due in Week Five. Brainstorm ideas prior to your meeting. Complete the following tasks:
- Prepare a preliminary outline of the main components of your grant proposal. See complete instructions for this assignment in Week Five.
- Thoroughly complete each necessary portion of your outline according to the information presented this week.
- Describe the problem.
- Identify the population to be served.
- Determine the main goal of your program and four objectives for your proposal, writing them according to guidelines suggested in the assigned readings.
- Determine one possible solution.
- Develop at least one method and/or timeline to meet each of the objectives.
Use a summation of the organization information gathered by the individual team members to write the organization statement and background component for your learning team proposal due in Week Five.
Create the Learning Team Charter.

Resource: Worksheet 3.1A (After reviewing all team member’s ideas and 3.1A’s one needs area (3.1A worksheet) should be selected by the team to work with the remainder of the course. (Selection should be from the list of acceptable needs areas listed in Week 1).
Write a Need and Problem Statement grant component in no more than three pages. The information to write the Need and Problem Statement component should come from the data on the 3.1A your team selected to work with. All areas listed on the 3.1A should be addressed in the 3 page Need and Problem Statement.

Write Program Design section in one to two pages. (Narrative form).
Compile your team’s thoughts regarding evaluation components based on the evaluation planning questionnaire 6.1A Worksheet.
Write Evaluation Criteria Narrative in a one to two pages (Narrative form).
Write no more than one page timeline (shown as a Timeline Flowchart) component of your learning team proposal using Worksheet 5.1A information as the guide.
This assignment should be no more than 5 pages. Each of the three sections should start on their own page.

Evaluate the grant proposal assigned by your facilitator.
Answer all Yes/No Questions and then Write a one- to two-paragraph explanation of your rating (for each of the main areas on the form) in which you justify your rating and provide supporting evidence from the evaluated grant. This should be substantially more support than what is already on the form.

Identify the grant proposal topic. When selecting a topic, consider the following: This was completed in Week 2.

Create a 16- to 18-page grant proposal for a real or fictional human service agency based on your selection in Week 2. This is the same program and grant you have been working on all during the course.

Create a 20- to 30-minute presentation which is designed to sell a funding organizations’ board of directors on the validity of the need and the program idea.
