When the constitution was drafted, the Framers wanted to ensure that there was a system of leadership that was answerable to the people it governs. Therefore, the recall system and other democratic provisions were embedded in the Constitution to ensure that the citizens could participate in removing and replacing a pubic officer before his or her term ends. Secondly, these democratic tenets enable the citizens to control the public officials. These officials are forced to act according to provisions of their offices.
On the contrary, those who oppose this system believe that it provides excessive democracy (powers) to the people. As Zimmerman (2014) points out, recall is a political rather than a legal function. Consequently, the citizens might use these tools whenever they fall out with an elected public official. Additionally, if these principles are abused, they might interfere with the principle of choosing right government officials and giving them ample time to serve the people.
