Negotiations between 364th Expeditionary Sustainment Command and
United State Army Reserve Command
This paper is a discussion on the negotiations between the 364th Expeditionary Sustainment Command (364th ESC) and the United States Army Reserve Command (USARC) over the number of Army Reserve Soldiers that will be allowed to augment the headquarters of the 364th ESC for the purpose of assisting Army Reserve units preparing to mobilize onto active duty and demobilizing from active duty.
Background
The 364th ESC has participated in an Army Reserves has a program that has been operational since the 364th ESC’s establishment in 2010, that allows general officer commands to add additional staff to their authorized full time manning for the express purpose of assisting deploying units prepare for mobilization to support operations in Iraq and Afghanistan. This augmentation is called Contingency Operations Active Duty for Operational Support (COADOs), which has allowed the military to bring reserve component members (Army, Navy, Air Force and Marine) voluntarily onto active duty in order to support overseas operations from a position that is located in the United States. Other examples of COADOS positions include reserve component Soldiers that are assigned to the Pentagon’s Emergency Operations Center, Chaplains that are assigned to military hospitals to provide spiritual support to wounded Soldiers and their families, and doctors and dentists assigned to mobilization stations to verify the medical readiness of individual Soldier in deploying units. (HQDA G1, 2009) The number of authorized Soldiers allowed for the mobilization augmentation has been reduced for the last two year because of the military drawdowns in Iraq, Afghanistan and Kuwait. The 364th ESC mobilization augmentation strength has decreased from the 16 Soldiers authorized in 2010-11 to 14 Soldiers authorized in 2011-12, to an 8 Soldier authorization in 2012-13. Currently the 364th ESC is negotiating for a mobilization augmentation for 2013-14.
Parties involved in Negotiation
The primary negotiation is being conducted between the operations staff of the 364th ESC in Marysville, WA, and the USARC Operational Readiness Division (USARC G-3 R), located at Fort Bragg, North Carolina. However, there is an intermediate command, 79th Sustainment Support Command (79th SSC), that can influence the results of the negotiations between the 364th ESC and USARC. The 79th SSC will want to ensure that they have their interests addressed by ensuring that there is a balance Soldiers to accomplish their mobilization mission that still meets USARC’s desire to reduce overall number of Soldiers nationwide in the mobilization augmentations.
The 364th ESC is a regional sustainment (logistics) command that is located in Marysville, WA. They are the commanding headquarters for approximately 50 Army Reserve units that are located in Colorado, Utah, Montana, Idaho, Oregon and Washington, made up of approximately 3,500 Soldiers. The 364th ESC is subordinate to the 79th Sustainment Support Command (79th SSC). The types of units that are subordinate to the 364th ESC are supply, finance, transportation and human resource battalions, companies and detachments. These types of units are still in demand for they are required to augment the active duty forces as the drawdown of forces occur in Afghanistan, equipment needs to be moved out, Soldiers still need personal and financial actions completed and there is a requirement to account for equipment and property as the drawdown occurs.
